RESOLUTION NO. 1907 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION ESTABLISHING POLICIES AND PROCEDURES FOR THE <br />IMPLEMENTATION OF CHAPTER 400 OF THE MUNICIPAL CODE <br />ENTITLED, "ADMINSTRATIVE OFFENSES" <br />WHEREAS, Ordinance No. 393 adopted by the Mounds View City <br />Council on June 24, 1985 established Chapter 400 of the Municipal <br />Code entitled, "Administrative Offenses"; and <br />WHEREAS, Chapter 400 places responsibility upon the Clerk - <br />Administrator for the administration and enforcement of Chapter <br />400; and <br />WHEREAS, it is the desire of the City Council to establish <br />policies and procedures to guide the Clerk -Administrator in the <br />implementation of Chapter 400. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the <br />City of Mounds View establishes the following policies and <br />procedures to guide the Clerk -Administrator in the implementation <br />of Chapter 400. <br />1. Hearing Officers. <br />a. The Clerk -Administrator acting as the Hearing <br />Officer shall appoint at least 4 additional <br />Hearing Officers as follows: <br />Police Chief and next ranking officer <br />Director of Public Works/Community Development <br />Deputy Clerk <br />b. These individuals shall be responsible as the <br />primary hearing officers for the following subject <br />offenses: <br />i. Police Chief and next ranking officer, <br />Traffic/Parking Loitering <br />Animals Food Parties <br />Snowmobiles Fireworks <br />Trespass Public Nuisance <br />Beer/Alcohol in Parks <br />ii. Director of Public Works/Community Development <br />Signs Housing Code <br />Zoning Streets & Driveways <br />Subdivision Regulations Wetlands <br />Municipal Water Municipal Sewer <br />Building and Fire Codes <br />iii. Clerk -Administrator and Deputy Clerk <br />Garbage, Rubbish <br />Regulated Business Activity <br />
