10- <br />MEMO TO: MAYOR AND CITY COU Cly, <br />FROM: CLERK-ADMINISTRATO <br />DATE: NOVEMBER 26, 1985 <br />SUBJECT: ECONOMIC DEVELOPMENT: WHERE DO WE GO FROM HERE? <br />The subject title of this memorandum seemec to be appropriate <br />at this time. Now that the NCR Ccmten project is no longer <br />within our grasp, we need to take the time to evaluate where we <br />are and determine where we want to be. The purpose of this memo- <br />randum is to begin the discussion necessary for us to make those <br />evaluations and determinations which wall than form the founda- <br />tion of an Economic Development Plan. <br />Over the next few months I would propose that we undertake such <br />discussions on a regular basis with each one being confined to <br />one aspect of the Economic Development Plan. These discussions <br />would occur at agenda sessions where a freewheeling exchange of <br />thoughts and ideas could occur without feeling the restrictions <br />Of time or the formality of a Council Meeting. <br />' It would seem logical that the first issue for discussion would <br />be your expectations of the plan, i.e., what issues do you expect <br />rho plan to addrece and how formal or informal .n you ex^^ct th resultant program to be? Some of the issues I would anticipates <br />should be addressed by such a plan would be. <br />- Inve.tory of existing businesses <br />- Inventory of developable land <br />- Determination of needs <br />'Type of development/business <br />Taxable values <br />- Availability of funding <br />Federal, state, 1oca1 <br />candidate sitets) and/or business type(s) <br />Level of assistance <br />Your input would be greatly appreciated as the ultimate success <br />or failure of an Economic Development Program will be determined <br />by the level of comanitment the commur;.ty's leadership has to <br />achieve the states ooal(s). <br />DFP/mjs <br />4 <br />
