CITY OF MOUNDS VIEW <br />2401 Highway 10 <br />Mounds View, MN 55112 <br />RE,)UEST FOR PROPOSAL <br />FOR <br />ARCHITECTURAL CONSULTING SERVICES <br />SCOPE OF PROJECT: <br />The City of Mounds View is currently reviewing the feasibility of <br />constructing a large (33,000 square foot) enclosed shelter build- <br />ing which would house a natural ice rink facility during the <br />months of November - March and which would, in addition, have the <br />flexibility of having the sides be removed to become a large <br />open-air picnic shelter in the summer time. The proposed budget <br />for the project is $650,000 which will include 33,000 square feet <br />of enclosed space, natural ice rink, kitchen, bathrooms, spectat- <br />or seating and pro shop/concession area. The facility would be <br />constructed at Silver View Park, a large community park located <br />in the geographic center of Mounds View and be funded tulluwing a <br />successful park referendum in January of 1986. <br />ROLL OF THE CONSULTANT: <br />The City is currently requesting proposals from architectural <br />firms to serve as a technical consultant to staff in the follow- <br />ing areas: <br />1. To review, refine and critique the conceptual plans submitted <br />by staff outlinq both positive and negatives features. This <br />phase of the report would include a written report analyzing <br />the concept from three specific phases. <br />a. Engineering and design. <br />b. Aesthetics �s practicality. <br />C. Programming potential including building flexibility. <br />2. Providing tecnnlcai rezaatu, u, L.:cc �'+ r aroaa• <br />a. Research of existing natural ice arenas including their <br />successes and failures compared to artificial ice arenas. <br />b. Determining the best mears for ventilation and/or airflow <br />to eus.ire a high quality, }ear round facility. <br />C. Review the building design from an ongoing maintenance <br />perspective. <br />1. The architectural consultant would provide a written <br />cost estimate reqarding the cost of the project to determine <br />whether or not it could be built within the allotted budget; <br />broken down by specific categories, i.e.: <br />a. Excavation and backfill <br />b. Footings and foundation <br />C. Roof structure <br />d. Insulation <br />
