-5- <br />Total staff proposed improvements .................... $802,650 <br />Less 10 percent for City being the general ........... 80,265 <br />Contractor 8 percent tur engineer ing/c(,nxult,,nt 1,4,212 <br />Bond consultant fee .................................. .10,000 <br />TOTAL STAFF PROPOSAL ................................. $746,597 <br />Please note that these are just the areas that staff feels are <br />current deficiencies in the park system and I would hope that we <br />could prioritize them to a list not to exceed $500,000. <br />PERMANENT PARK MAINTENANCE LEVY <br />Staff would propose that a one mill levy for park maintenance be <br />included as part of the referendum as we are currently not able <br />to maintain our park system; and with the proposed improvements, <br />we would experience major deficiencies. A one mill levy would <br />generate approximately $56,000 in 1986 anc would fluctuate each <br />year thereafter. The question of park maintenance would be list- <br />ed as follows: <br />C Shall the City of Mounds View be authorized to increase <br />its annual tax levy by an amount not to exceed one mill <br />for the purpose of providing funds to operate and main- <br />tain parks, park lands and related public recreational <br />facilities in the City which an additional tax levy, if <br />approved, shall become a permanent adjustment to the <br />City's levy limit basis as provided by the Minnesota <br />Statutes Section 275.502275.56. <br />Staff would propose that this addit:k:u-; 55£,r00 would be used to <br />hire two park maintenance laborers under phase B of the union <br />contract at $7.00 an hour and they would be mainly responsible <br />for turf maintenance including grass mowing, fertilizatior, a,?ra- <br />tion, irrigation, rink flooding, rink maintenance, snow removal <br />and general park development. <br />.n addition to the hiring of two additional people, it would pro- <br />vide us with enough working capital for the purchase of necessary <br />improvements for the City's park system, i.e. additional m)inten.. <br />ance equipment, fertilizing, herbicide control, overseed:ng, and <br />other generally accepted maintenance tasks as outlined in the <br />enclosed proposed park maintenance manual prepared by staff. <br />
