MN $1W <br />NSCC Member Cities <br />January 27, 11166 <br />Fa'Je 2 <br />this analysis process, pease contact Bootsie Andersen, <br />Cable Television Administrator, as soon as possible. <br />Otherwise, the Commission will proceed to keep you apprised <br />of the progress of the deliberations and proceed to <br />recommend to you a determination after the Commission <br />holds its public hearing on this issue. <br />Because of the sensitivity of a number of issues in <br />this process, and as a result of a Commission holding the <br />major public hearing on this issue, I would recommend <br />that the Cities consider referring all contacts from <br />either Group w or the purchasing cable company. all public <br />inquiries, and any city questions, directly to the Cable <br />Commission. As you retail in the franchising process it <br />was recommended that a lcbbyi4t policv be instituted for <br />the purpose of coordinating all fact-finding at t!.e <br />commission level. That policy generally stated that <br />arythirg worthy of telling an individual city council <br />member or city manager should be told to the entire city <br />council or Cable Commission at a public meeting. In <br />other words, individual contacts with the buyer or with <br />Group w would be limited to that information which can be <br />received in a public meeting either at the Commission or <br />the city council level. A'. though the Commission has not <br />had a chance to meet to recommend such a policy to its <br />recommend <br />member cities, I would recommend that the cities consider <br />limitinq persona'_ contact with Group w or the purchasing <br />cable company at this time and instead refer all such <br />inquiries to the delegated fact -finder, the North <br />Suburban Cable Co.^unission. <br />we look forward to fulfilling our obligation to our <br />member cities in this rapidly moving and difficult process. <br />If you desire any further efforts to be undertaken by the <br />Commission during this process, or have any individual <br />concerns or auesticns which you would like the commission <br />North Suburban Cable Commission <br />I,1..
