MEMO To: MAYOR AND CITY COUNCIL <br />rROM: CLERK -ADMINISTRATOR <br />DATE: FEBRUARY 18, 1986 <br />SUBJECT: 1985 ADMINISTRATIVE OFFENSE SUMMARY REPORT <br />An analysis of the data for 1985 resultinq from the Adminis- <br />trative offense Program implemented in August of 1985 has been <br />completed by staff. The following data highlights are provided <br />for your information. <br />Notices Issued <br />920 <br />Notices Paid By 12/31/85 <br />581 <br />Collection Rate <br />63% <br />Total Receipts <br />$7,154.00 <br />Average Payment <br />$ 12.31 <br />Notices voided Befcre <br />Issuance <br />2 <br />Administrative Hearings <br />34 <br />Notices Disnissed <br />16 <br />staff evaluation of this data has resulted in the following <br />conclusions with respect to the program. <br />1. The 63v, collection rate exceeds our initial <br />estimates and is felt to exceed that of Ramsey <br />County although no data is available to confirm <br />or refute this conclusion. <br />2. The number of Administrative Hearings has not <br />proved to be burdensome and, in certain cases, <br />has helped in developing inprov^d police/ <br />community relations. <br />3. The number of voided and dismissed notices has <br />not been inordinate considering the total number <br />of tickets. <br />During the initial stages of the program staff has identified <br />some corrections/improvements that need to be made. They are <br />as follows: <br />1. Junk Vehicles was erroneously left off of the <br />notice form although the offense and penalty <br />are listed in the resolution; at the next printing <br />it will be added. <br />2. Truck parking, House and Building Numbers, and <br />Junk and Debris were not on the original resolution <br />or notiro corm. .i.if: ri.l propose thoir addition <br />
