RESOLUTION NO. 154-86 <br />CITY OF MOUNDS VILW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW <br />PLANNING CASE NO. 185-66, BRUCF. HOLTON <br />WHEREAS, Bruce Holton has requested City approval to <br />construct a self -serve car wash in the City of Mounds View <br />at 2135 Program Avenue; and <br />WHEREAS, construction of this facility, as requested, <br />requires approval of the development, and <br />WHEREAS, the Planning Commission has reviewed the <br />staff report and reviewed information submitted by the <br />applicant which includes the following: <br />1. Development Plan <br />2. Site Survey <br />3. Evidence of Site Control; and <br />WHEREAS, the Planning Commission has also reviewed <br />this proposal and it is in conformance with all chapters of <br />the Municipal Code, specifically Chapters 40, 42, 49, and <br />49A and State Statutes, and <br />WHEREAS, this development will be reviewed and <br />approved by the Pice Creek Watershed District (RCWD) prior <br />to construction; <br />WHEREAS, the storm water control wall be approved by <br />the City Engineer prior to City Council approval; and <br />WHEREAS, the applicant's proposal satisfies vehicie <br />stacking requirements of the City Code; <br />NOW, THEREFORE, BE I1 RESOLVED that the Mounds View <br />Planning Commission recommends approval of the request by <br />Bruce Holton; <br />BE IT FURTHER RESOLVED that a development agreement <br />be entered into between the City and the developer which <br />includes the following: <br />1. Exhibits: <br />a) Site, Grading and Utility Plan <br />hl rbvelonment Plan <br />c) Site Survey <br />d) Legal Description <br />e) Ordinances No. 49A 7-Year Performance <br />bond of 51,000 <br />
