The utility operates <br />exactly like tho water and sewer utiIitie,.. <br />Storm sewer utility hillinas occur at the same <br />time as the water and sewer billings. In <br />Roseville, the storm sewer hill for a single <br />famiiy home is $4.35 per quarter. <br />If a storm sewer utility were crusted in Mounds <br />View, the property owner would pay directly for <br />their share of the community's drainage <br />expenses instead of paying for these costs <br />through their property taxes. Thus, storm sewer <br />utility would reduce property taxes and increase <br />utility costs. <br />If a storm sewer utility wens created, storm <br />sewer maintenance (now funded by the General <br />Fund) would he paid by the utility. In other <br />words, the storm sewer utility would free General <br />Fund money for other uses. <br />f) Special Property Tax Levy <br />Minnesota Statutes authorize a special property <br />tax levy, beyond levies which are subject to levy <br />limitation laws, for watershed management <br />purposes, including planning, improvements and <br />maintenance. <br />The City cannot levy this tax until: <br />1. Rice Cr_ek Watershed District's (RCWD) 509 <br />Study is apnrnved h; Ramsey County, <br />Metropolitan Council, Department of Natural <br />Resourres, Minnesota Pollution Control Agency <br />and the Water Resource Board. <br />2. The City has, according to State Statute <br />473.879,prepared a "Local Water Management <br />Plan". <br />3. The local plan has been resubmitted and <br />approved by RCWD. <br />q) Housing and Urban Development (HUD) <br />storm sewer improvements are -1igihle to receive <br />funding from IIDD'1i Community Development Block <br />Grant Pnniram.
