In 1986, <br />they budgeted approximately $160,000 for ditch <br />m.;i nfrn,,nrRCWD maV lo-vid" fundiml up to 50R <br />of the cost of the Prulecr. <br />I) Ramsey County <br />Storm water from Ramsey County road right-of-way <br />flows through our storm sewer system. <br />Therefore, a reasonable person can say that some <br />of the cost for ditch maintenance and storm <br />sewer improvement should he paid by Ramsey <br />County. However, funding from this source is <br />limited. <br />VI1. DISCUSSION , <br />Estimated costs for storm sewer improvements and ditch <br />maintenance range from $48,000 in 1993 to $1,277,000 in <br />1987. Seventy percent (S849,000) of the 1987 estimated <br />costs are for land or easement purchase, in tha Edgewood <br />drainage basin. Storm sewers in this drainage basin should <br />he improved first according to the Johnsrn Plan. Detailed <br />studies should be completed to determine the cost effective <br />solution prior to purchasing land. Detailed studies could <br />be completed in 1986. <br />Possible funding sources for the 1987 project include Storm <br />!later Management Fund (sWM), Municipal .State Aid (MSA), <br />Storm Sewer Utility (SSU), Rice Creek Watershed District <br />(RCWD), Ramsey County, referendum, bonds, and special <br />property tax levy. <br />There is not enough money in the SWM Fund for either the <br />1987 project or this plan. <br />MSA will only fund a small portion of the 1987 project and <br />this plan. MSA will determine their funding after the <br />detailed studies are completed- <br />- 14 - 10 <br />
