The SSU could fund <br />a major portion of the 1987 project and the rest of this <br />plan. <br />If the 509 Study is approved in 1986, the City could impose <br />a special property tax levy t,, fund the 1987 project and <br />the rest of the plan. If the 509 Study is not approved in <br />1986, the 1987 project and this plan could be delayed until <br />the 509 Study is approved. <br />Until the SSU is started or the 509 Study is approved, the <br />City could conduct a detailed study and determine the cost <br />eftrctive solution for the F.dgewood drainage basin. In <br />order to conduct a detailed study, the City needs to hire a <br />full-time, temporary employee for four months. The City <br />could utilize the interest from the SWM Fund to pay for the <br />position. Once the detailed sttidy is crrrnplotod, MSA w�ll <br />be able to determine their tundinq for the 1487 project. <br />SWM funds could he utilized to clean ditches, televise <br />storm sewers with possible root problems and construct <br />storm sewer improvements until a permanent fundinq source <br />is located. <br />Vill CONCLUSIONS AND RECOMMENDATIONS <br />1. The two most feasible sources of permanent. funding for <br />storm sewer improvements and ditch cleaning are a storm <br />sewer utility and special property tax levies under 509 <br />authorization. <br />2. 1 recommend using the snecial property tax levy as the <br />permanent source of tonding to implement this plan <br />because our p!an will Mr coorr.inated with the Regional <br />Watershed Plan (509 Study) and thorn will by fewer <br />citizen complaints about coat. <br />
