MEMO TO: MAYOR AND CITY COUN <br />FROM: CLERK-ADMINISTRATO <br />DATE: MARCH 17, 1996 <br />SJBJECT: 1985/1986 GOALS <br />One of the conclusions reached during the recent meeting of the <br />City Council, Department Heads and myself was that a reevaluation <br />of the 1985/1986 Goals was needed. <br />As a first step in the process I requested of the Department Heads <br />their opinions of the process used to reach these goals and the <br />utility of the goals themselves. As you can readily tell from <br />the responses of the Department Heads, there is a unanimous <br />feeling that the process should be improved and the goals need <br />to be clearly stated goals rather than objectives. Each of the <br />Department Heads has their own opinion as to how the process <br />should work, but the most common feeling is that they need to be <br />involved in all the steps in the goal setting process in order that <br />there is a clear understanding by the Council and the Management <br />Team of the goals fur the City. <br />Finance Director brager is currently developing a schedule for <br />preparation of the 1986 Long -Term Financial Plan (LTFP) in order <br />that it may be adopted prior to preparation of the 1987 budget. <br />He feels that an important part of this process is the establish- <br />ment of goals which can then be used to provide the direction for <br />the LTFP. Not only do I agree with this, but I must also agree <br />with his position that the setting of goals should )e one of the <br />first steps in preparing t;ie LTFP. <br />I would suggest that we "Kick-off" the goal setting process by <br />discussing at the April 7th Agenda Session the format you wish <br />to follow in setting goals for 1986/1987 and the level of <br />involvement you wish from the City's Management Team. <br />DFP/mjs <br />
