Anj Kson, '= ui <br />Parks, Recreation— F Est' <br />DATE: F'ebrudry 18, 1986 <br />RE: 1985-86 Goals <br />I havu reviewed the twenty-four qnal statements that were adopte1 <br />by the Mounds View City Council in late 1984 and have the follow- <br />inq reactions: <br />i. My definition of goals is as follows: <br />A qua: would be a specific description of an end <br />result that is to be achieved. The goal must tell <br />what the end result is, when the goal should be <br />achieved, i.e, a target date or target period, and <br />who is the individual or organization responsible <br />for accomplishing the goal. <br />As I read over the statements, they do have a completinn daf� <br />and responsible person, but I feel they are very difficult to <br />measure. It would be more beneficial if the City Council <br />established a clear direction, either verbally or written and <br />then provided written objectives for the staff as to how we <br />might accomplish the goal statements. i have included a copy <br />of one of the goal statements aad nbjectives that was pre- / <br />pared tr M.R.P.A. which I feel is a better representation as <br />to a specific goal and how the goal will bu accomplished. <br />2. Each of the department heads drdithrd a memo in early November <br />regarding the status of their individual goals and is would <br />be my desire to have additional feedback from the Council as <br />to how they perceive staff to a�ccmplish those goals. <br />3. Specific questions relating to park and recreation goals <br />would be as follows: <br />a. Under goal Ib the Council requested that the Commission <br />be rejuvenated; does this mean that we should be request- <br />ing Commissioners who are currently appointed and not <br />actively involved in the process to step down? <br />D. Under park development, one of the gr,als was to put play- <br />ground equipment in and tennis courts at Groveland Park. <br />The question staff Aas is how are these priorities goinq <br />to be accomplished without adequate funding; should staff <br />identify possible funding sources? <br />c. Under goal 111, you request that we maintain park and <br />recreation service levels. staff has developed a park <br />standards manual which has, hcen adopted by the Park Com- <br />mission, but we d.. ,ui have dil,-quate tunds to mainta,e <br />that level of park dnd recreation services. Should we <br />then reduce the existinq service level or should we pro- <br />vide alternative funding sources? <br />
