MEMO TO: Clerk -Administrator Pauley <br />FROM: Finance Director -Treasurer Braqer <br />DATE: March 10, 1986 <br />RE: 1985/1986 GOALS OF THE CITY OF MOUNDS VIEW <br />The Department Heads were requested to review the 85/86 Goals of <br />the City and to offer comments and observations upon them. In <br />reviewing the Goals I believe that, with one or two exceptions, <br />what has been set down as Goals are really objectives. In my <br />opinion Number 3, Approved City Council/Commission Communica- <br />tions, is a Goal. An objective to its accomplishing of this Goal <br />would be what has already been done by the Council, that is, to <br />invite Commission Members to Council Agenda sessions to discuss <br />the Commission's activities. Ideally in a goal setting process <br />the Council should set goals and then it would be incumbent upon <br />the staff to recommend objectives by which these goals would be <br />accomplished. <br />I note that these are 1985/1986 Goals and would suggest that the <br />Council discuss among themselves goals to be accomplished in <br />1987 and beyond. I strongly believe in the goal setting process <br />and urge Council to continue this process in the future. It <br />provides direction for City staff and enables the City to best <br />utilize the resources availatle to it. I believe that the City <br />has accomplished much through the goal setting and planning <br />process. This process has enabled th? City to plan more <br />effectively for maintenance and improvement of its utility <br />systems and plan for street maintenance and improvements on an <br />orderly basis. <br />As far as the dctual goals that have been outlined are concerned <br />I do not see a need to modify them as far as Finance Department <br />goals are concerned. <br />Should you have any questions please do not hesitate to contact <br />me. <br />DB/ds <br />
