rTO: City Administrator <br />FROM: police Chief <br />DATE: February 21, 1986 <br />RE: GOAL SETTING SESSIONS <br />You requested a critique on last years goal setting session. <br />For the most part, I was satisfied with the process. I offer <br />two suggestions which might improve the process. <br />1) Department Heads should give their presentation <br />to the City Council only - other Department Heads <br />and the City Administrator should not attend. <br />2) Have Department Heads attend the prioritizing <br />session with the City Council - not to lobby, <br />but to answer any questions they may have. <br />
