Map #2 - This map clarifies the proposed land "swaps" that are being considered <br />by the City of Mounds View, Kraus/Anderson, and State Planning Agency: <br />a. Parcel #1 (existing 16.9 acres of City park land) is being "swapped" for <br />Parcel #4 (16.9 acres of Kraus/Anderson property). <br />b. Parcel #2 (approximately 10 acres of land which was originally proposed <br />in August, 1976) will remain as Kraus/Anderson property and Parcel #3 <br />(property owned by Kraus/Anderson, 12 acres in size) will be purchased <br />with the revised L.A.W.C.O.N. grant monies. The "striped" area (7 acres) <br />is slated for acquisition under both the original and revised grant pro- <br />posals. <br />3. Map #3 - This map outlines the final 19 acres that would be acquired with the <br />revised grant proposal totalling $136,800. Once again, the only difference <br />between the original and the revised grant is the "swap of existing park land <br />and to purchase 12 acres north of the original site. <br />4. Map #4 - This map shows the final park location which wil total approximately <br />53.2 acres of land including a 12.8 acre pond area. <br />5. Map #5 - This map defines the final park boundary (solid line) with the proposed <br />locations of facilities within the park parameter. <br />In addition to the map clarification, we have had three appraisals completed on the <br />property. The appraisers price is as follows: <br />(appraisals were completed in September, 1979) <br />City owned property - $135,000. or $9,000/acre <br />Proposed acquisition - $365,000. broken down as follows: 9 acres of commercial <br />land @ $23,000. = $207,000. and 19.5 acres of residential land @ $8.000. _ <br />$156,000. - Total $363,000. or $12,750 + / acre. <br />The City's revenue and or assets for the land swap is as follows: <br />a. $136,800. - L.A.W.C.O.N. Grant <br />b. 10% Land dedication of the 96.48 acres or 9.5 acres valued @ $121,125. <br />c. 15 acres valued @ $135,000. or 9,000/acre <br />Total City assets $392,925. <br />The City would be acquiring the following: <br />a. 28.5 acres valued @ $365.000. <br />b. 25 acres of ponding, easements etc. valued @ $250.000. - $350,000. <br />C. Trails development valued @ $45,000. <br />Proposed City acquisition = $660,000.- 760,000. <br />In addition to the aforementioned financial figures which are very difficult to <br />pinpoint the following planning considerations have been reviewed by staff and <br />the proposed land swap as presented would be favorable to the City's needs: <br />1. Soil types <br />2. Topography <br />3. Development costs <br />
