March 17, 1980 <br />Page 2 <br />7. The Phase 1 development of Silver View was also approved for a total �- <br />of $105,1D0.00 including trail development monies. Development slated <br />for Phase I includes: <br />Site improvement $18,264 <br />Water System 20,000 <br />Ballfield 9,550 <br />Parking lot and access road 30,360 <br />Design and engineering 6,500 <br />Pathway/bikeway system 18,676 <br />Audit 1,750 <br />Total $105,100 <br />8. We were informed by the State Planning Agency not to begin formal <br />negotiations for the land acquisition until June 25, 1979 <br />9. Since that time City staff has met with Kraus -Anderson, owners of the <br />land in question. on six seperate occassions, and they submitted a <br />counter proposal (see enclosed maps) to the City which would involve <br />a land "swap" of the City's existing land for land on the northwest <br />corner of Silver Lake Road and County Road I. <br />10. Staff concurs with Kraus -Anderson that this proposed land swap would <br />benefit both parties and we have continued to explore this possibility. <br />11. As of 3/17/80, the City has not consumated any land sale, but we will <br />be requesting conceptual approval from the City Council on March 24, 1980. <br />12. Resolution #996 was adopted by the City Council on July 9, 1979, which <br />authorized staff to begin negotiating with K/A for the land purchase. <br />The aforementioned I2 points quickly bring you up to our current position which is <br />basically two -fold: <br />1. Kraus/Anderson is not willing to negotiate a seperate land swap agree- <br />ment at this and would like to deal with the issue as an entire entity, <br />including surrounding land use, etc. <br />2. The original grant acquisition was for a different parcel of land than <br />our present recommendation. We have received preliminary approval from <br />the State but they are still requesting additional support material. <br />Specifics of the land swap are outlined on the five enclosed maps. <br />A brief description of each of the enclosed maps is as follows: <br />Definitions: 1. Originall L.A.k.C.0.N. Grant - This was the grant submitted in <br />ugA ust, 1976. <br />2. Revised L.A.W.C.O.N. Grant - This is the land that is being <br />proposed for Acquisition in 1980. <br />1. Map 01 - This map shows two items. <br />a. The 16.9 acres the City presently owns. <br />b. The area labeled L.A.M.C.O.N. is the original 19 acres of land that <br />was proposed in the original grant submitted in August, 1976. <br />
