1
MEMO TO: Mounds View Parks and Recreation Commission
FROM: Staff
DATE: March 25, 1980
RE: Silver View Park Update
Attached is a copy of the map that has been agreed upon in concept by
both the Planning Commission and City Council at their recent meetings.
In addition I have enclosed the minutes from the City Planning Commission
which outlines in detail the proceedings of their meeting.
It appears at this time that the general framework for a land swap, grant
or park dedication is now reaching the preliminary concept stage. It should
be noted that the planning review we have been through during the past four
weeks was strictly a preliminary concept approval for the proposed zoning and
land uses as presented.
The next phase of the process is to interview and hire a consultant to do the
preliminary design and construction documents for the park property. Staff
would once again encourage and solicit the Commissions involvement in this
process and recommend the following process:
1. Staff would preliminary screen five to seven planning consultants and
firms whom they feel are capable of performing the projects as
outlined. Suggested firms might be:
a. Inter -Design
b. Saunders and Thalden
Associates
U. udLiier, Ringwood and Rose
e. Derrick Grow and Associates
f. Developmental Concepts
g. Tim Erkelle and Associates
Completed by April 19. 1980
2. Staff would submit a staff report recommending three firms that would
be formally interviewed by the Parks and Recreation Commission.
Completed by April 24, 1980
3. The Parks and Recreation Commission would then request proposals
from the firms of their choice.
Completed by April 24, 1980
4. Parks and Recreation Commission would make a recommendation to the City
Council for their review.
Completed by April 24. 1980
5. City Council enters into a contract with a planner.
Completed by April 28, 1980
