PRELfMINARY CONCEPT' — concluded his report by stating that the June 1, 1980 REVIEWAL P.U.D. deadline was required to consumate the land deal so (cont.) that construction could commence. Applicant was asked to comment. Dale Cremers, for the Applicant, had no comment at this time. Haake questioned how the actual land swap, purchase and dedication was to occur. Director Anderson explained the approximate acreages and the time frame it was hoped to be completed in. Fedor requested how the ownership of the pond was to occur and the value of the dedication. Director Anderson stated the ownership would be by the City and that it was hoped to be part of the preliminary concept agreement. The value of the dedication depends on the appraisal used and the land itself. Anderson referred to the appraisals the City had received. Burmeister had no questions or statements at this time. Skiba had no questions or statements at this time. Glazer had no questions or statements at this time. McCarthy statem' F Mountin asked Director Anderson where the City was with regard to the Comprehensive Plan Park process. Anderson replied that Staff and Council would be reviewing the survey in the near future. Public hearings have been scheduled. He further noted that this survey did not cover Silver View Park. That study will be done by L.A.W.C.O.N. funds and a separate issue. Dale Cremers and Dick Cush, of Kraus -Anderson, were at the meeting on behalf of the land owners. Cremers stated that he felt it would be easier and more profitable for Kraus -Anderson to develop the land under the existing zonings. Kraus -Anderson has chosen not to, due to Mounds View Staff's insistence that Kraus -Anderson use the Comprehensive Plan designation of Mixed P.U.D. He stated that Kraus -Anderson is not a residential developer but, due to the City's interest in that usage and the potential marketability of the residential use, Kraus - Anderson has decided to develop a major portion of their holdings as residential. Kraus -Anderson also supports the park relocation and acres noted in the Staff reports. He asked the Commission to give him direction from which to further his plan before he spends additional monies. 4114 In turn, he would try to accommodate these concerns as best he could.
