MliMU TU: PLANNING COMMISSION I <br />FROM: MAYOR <br />llATE: April 30, 1980 -/ <br />RE: Wetland Preeervation <br />This memo eummarizee my viewe at thie time on the isaues of preser- <br />vation of wetlande and drainageways and the plan fos etorm water manage- <br />ment propoaed by the Planning Commisaion (theae viewe are based to cone- <br />iderable extent upon the Planning Commission report dated 2/11/80 and <br />the input from citizene at the Mayor's Committee meeting held on April <br />1 th.) <br />There ia no disagreement that it ie deaireable to preaerve wetlande, <br />in general, and neceasary to prevent diatruction of wetlanda and drain- <br />agewaye that are important to our exieting atorm drainage eystem. The <br />moet practical means for such preaervation appears to be full utilization <br />of governmental powere. In principal, Resolution 983 providea eignifi- <br />cant protection by mandating that development cauae no economic burden <br />to other property (interferettce with a drainageway, for example, obvioue- <br />ly would cauee auch a burdenJ. However, it ia generally recognized that <br />Resolution 983 neede to be expanded into ordinance form. We aleo need to <br />be better informed as to Khat powers are available from other governmental <br />unit. To thie ea3, Commiasioner Hamilton of Rice Creek Waterahed District <br />has agreed to maet with us when requested. <br />The queetion of eatabliahing new drainage facilitiea in anticipation <br />of additional load on our etorm drainage ayetem from future development <br />is a quite different and more contrnversial isaue. It has been euggeeted <br />that euch additional load will come from two eourcea even where on-eite <br />retention ar detention ia :equired in connection with future developmenL. <br />One of theee sourcea is said to be runoff from nex streets. However, it <br />hae been pointed out that developera have a"total aite" responaibility <br />under Reaolution 983: that ie, high runoff from new atreeta muet be balan- <br />ced by low runoff from the reet of the property ao that the total rate <br />of runoff ie not changed by the development. In practice, auch a balance <br />might not bt totally achievable rhere runoff before development ia very <br />lox or naw etreet eurface area ie very large; in any euch caeee it might <br />well be poeaible to divert flow from the etreets into local holding areae.
