The pointe that have been raioed againet thie concern are <br />that any type of ayatem can be overwhelmed under exceptional conditione, <br />no clty aocepte an unlimited obligation in regard to etorm drainags, high <br />capacity etorage eyeteme are likely to handle (under moat circumetancea) <br />more eevere conditione than the pipe eyatem which wae proposed (and gen- <br />erally accepted ae adequate) in 1978, and overflow can oocur from area-wide <br />sterage facilitiee as well ae from on-site facllitiea. Finally, it ehould <br />be noted that the xetlande which are often preeent on the aitea of poten- <br />tial future development would provide natura2 and logical etorage areae <br />for etorm water. <br />In aummary. I believe that preeervation of key xetlande xould answsr <br />the immediate concerna of the Planning Commisaion. We now need mor <br />information on how thie can beet be accomplfshed. I don't believs that <br />at thie point a need hae been demonetrated for any type of city-rids, <br />etorw drainage improvement project, (while recognizing that eome local <br />probleme may exiet or devslop in the future which could require ep eial <br />treatment). However, I urge praponente of oppoeing viewe to asek out dats <br />to aupport their poaitione (eatimatee of total area oi new etreete and <br />diepoeition of runoif from euch roada, se examplee). <br />Ths epecific actiona that I recommend to implement the foregoing <br />thoughta are the following: <br />1. Sring togethsr inYormation from Rice Creek Waterehed Dietrict, <br />Ramesy County Soile and water and othsr eouroae that would guide ue on <br />wetland prseervation.
