DRAFT <br />NATURAL/ENVIRONMENTAL GOALS AND POLICIES Y 1, 1980 <br />Goal l: Ensure that community development is compatible with <br />features of the natural environment and is accommodated without <br />destroying desirable environmental features and natural amenities. <br />Policy: Analyze all development proposed for location <br />within environmentally sensitive areas to insure that <br />cost/benefit issues are thoroughly understood by the <br />public. <br />Policy: where feasible for park and recreation uee, <br />acquire or require dedication of environmentally sen- <br />sitive area. <br />Policy: Topography, soil, depth of water table, vege- <br />tation, and surface drainage will be major considerations <br />in reviewing any proposed development plans. <br />Goal 2: Require indepth subdivision planning to ensure protection <br />of those portions of the community which contain wetlands which <br />serve the public. <br />Goal 3: Maintain, strengthen the quality, quantity, and stability <br />of Mounds View's wetland areas for public benefit. <br />Policy: Restrict or prchibit development of wetlands, <br />flood plains and natural features that perform important <br />environmental functions in their natural state. Where <br />desisakale and practical, maintain such natura2 features <br />in a condition for appropriate recreational uses. <br />Pol;cy: Prohibik development on or alteration of natural <br />drainaqe system components where atorm water ean be ade- <br />quately managed without construction of storm sewer. <br />Po11CY: Protect and preserve soil types associated with <br />drainugeways and wetlands in order to channel flowage and <br />control eroaion. <br />PoliCy: All etreams and drainageways ahall be protected <br />to preserve epaoe for proper storm drainage, avoid prop- <br />erty damaqe, pravent soil erosion and preserve recreational <br />values. <br />PoliCy: Prohibit conatructien/development of. any kind from <br />occurring on wetlanda, flood plaine, and other natural <br />eaturae that perform important public protection functions <br />in their natural state.
