MEMO T0: PWrk 1 <br />FROM: 13ruce t <br />ATE: January 16, 1978 <br />RF.: Lakeside Park Conmission <br />After reviewin9 the current status and past liistory of the Lakeside Park <br />Commission, the following has come to light: <br />1. Lakeside Park is an extremety valuable comnunity resource as it <br />presently is the only take frontage available for aquatic actSvities <br />serving the City of hbunds View and Spring Lake Park. In addition <br />it is the only park that provides tennis courts, tot lot, ballfields <br />and picnic area for family programning. <br />2. The existing Lakeside Park Co mnission is not operating as effective <br />as it possibly could be due to: <br />a. Paor attendance at Commission meetings <br />b. Lack of professional ezpertise <br />c. ApparenL dissension amongst existing nemAers <br />3. There is no lony range yoals or maste:- plan developed for Lakeside Park. <br />4. Attendance at Cortmiission sponsored programs has dropped in recent yean. <br />5. Operatiny costs are increasing yearly. <br />With the aforementioned criteria in mind, staff would recomnend the fallowSng <br />plan of attion for the development and upkeep of Lakeside Park. <br />1. Chapter 50 of the hbunds View municipal code should be reviewed and <br />updated by the City Council. <br />2. The l.akeside Park Conimission should rema in the "governing authority" <br />over Lakeside Park with the following board makeup: <br />a. Park and Recreation Directars from Spring Lake Park and Mounds Yiew <br />b. City Councilperson from each city <br />c. A representative from each City Park and Recreation Commission <br />d. One member at large frnm each community <br />Each of the Comnissioners would be officiai appoi tees from their respective <br />City Councils. <br />The Commissions role would be official appointees from their respective <br />City Councils. <br />The Cammissions role would be policy and advisory oriented wtth tegal authority <br />remaining with each respective City Council. <br />3. One municSpality or county should be appointed as the responsible agent <br />for overseeing the day to day operations of Lakeside Park io inctude, <br />n aintenance, program and long range planning. <br />u ;F
