FRCPv01T C.-' 6I1-v'ER VIEW' PARK <br />Mounds view, Minnesota <br />DEREK YOUNG, INC., proposes to prepare for Silver View Park a <br />Park Master Plan, prepare construction documents and specifica- <br />tions for Phase I development, and provide construction observa- <br />tion of the first phase. <br />APPROACH <br />It is my intent to work closely with the city to ensure that <br />there is agreement on what should be accomplished. We can arrive <br />at a suitable solution following this procedure: (1) Preview the <br />Parks and Open Space Surveys; (2) Establish a Program; (3) Evalu- <br />ate the Site; (4) Develop Concept Alternatives; (5) Hold Public <br />Discussions. <br />The process to be followed is outlined below: <br />1. PROJECT ORIENTATION. Discussions will be held with the city <br />to review the Parks and Open Space Master Plan; (2) eval- <br />uate and establish immediate needs and long range desires. <br />2. SITE INVENTORY. An evaluation of the site will be made on <br />such information as: (1) Soil characteristics; (2) Slope <br />and Drainage; (3) vegetation; (4) Man -Made Changes; (5) Water <br />Bodies and Tab 1,:�S; (6) Utilities; (7) Access; (S) visual <br />Qualities; (9) Adjacent Uses; (10) Micro -Climate. <br />3. POTENTIALS AND LIMITATIONS. This evaluation will derive from <br />e site inventory ana ysis and will bring into clear focus <br />what can or cannot be accomplished. These items will be graph- <br />ically illustrated together with photographs of the site. <br />4. CONCEPT PLAN. One or more plans will be drawn to show general <br />orations o activities plus areas to remain natural. <br />5. PRELIMINARY MASTER PLAN. A sketch plan will be prepared illus- <br />trating how the site could be developed. A public meeting will <br />be held at this point to discuss pro's and cons. <br />6. MASTER PLAN. Upon agreement of the preliminary plan a fully <br />rendered rawing to scale will be prepared. It will show where <br />all elements are to be located and be used as a guide plan. <br />Further it will show a three phase development program. <br />7. PHASE I DEVELOPMENT. Construction drawings, specifications and <br />cost estimates wx be prepared for bid purposes. I will assist <br />the city with bid openings and recommend bid letting. <br />
