PROPOSAL <br />SCOPE OF SERVICES <br />RCM proposes to provide professional planning and design services to the <br />City of Mounds View to: <br />a. Prepare a Master Plan for the three phase development of Silver <br />View Park. <br />b. Prepare construction plans and specifications and assist with the <br />letting and award of bids for Phase I construction of Silver <br />View Park. <br />c. Provide construction supervision for the Phase I construction of <br />Silver View Park. <br />APPROACH <br />As a full service professional planning and design firm, RCM uses a team <br />of diversified professionals under the direction of a project manager to <br />ensure that the technical complexities of project execution are taken into <br />account throughout the planning and design process. The team to be assigned <br />to the Silver View Park project has been selected to include strong planning, <br />recreation administration, landscape architecture, and engineering skills to <br />provide the full ra„ge of expertise needed for the conceptual planning, <br />master planning, detailed design, and construction supervision of this <br />project. <br />RCM's approach to this project has been designed to recognize the key <br />constraints on projects of this type: <br />o Silver View Park must be planned to complement the facilities included <br />in the citywide Mounds View Park System. <br />• Silver View Park must be designed to meet specific, identified needs <br />of the user area it is intended to serve. <br />e The planning and design of Silver View Park must carefully take into <br />account the fiscal constraints in the Mounds View municipal budget. <br />s The planning and design of Silver View Park must include the careful <br />scheduling of development in phases to ensure that necessary facilities <br />are developed according to identified priorities. <br />The phasing of development must be carefully coordinated so that Key <br />facilities are complimented by necessary amenities. <br />4 <br />
