PROPOSAL SCOPE OF SERVICES RCM proposes to provide professional planning and design services to the City of Mounds View to: a. Prepare a Master Plan for the three phase development of Silver View Park. b. Prepare construction plans and specifications and assist with the letting and award of bids for Phase I construction of Silver View Park. c. Provide construction supervision for the Phase I construction of Silver View Park. APPROACH As a full service professional planning and design firm, RCM uses a team of diversified professionals under the direction of a project manager to ensure that the technical complexities of project execution are taken into account throughout the planning and design process. The team to be assigned to the Silver View Park project has been selected to include strong planning, recreation administration, landscape architecture, and engineering skills to provide the full ra„ge of expertise needed for the conceptual planning, master planning, detailed design, and construction supervision of this project. RCM's approach to this project has been designed to recognize the key constraints on projects of this type: o Silver View Park must be planned to complement the facilities included in the citywide Mounds View Park System. • Silver View Park must be designed to meet specific, identified needs of the user area it is intended to serve. e The planning and design of Silver View Park must carefully take into account the fiscal constraints in the Mounds View municipal budget. s The planning and design of Silver View Park must include the careful scheduling of development in phases to ensure that necessary facilities are developed according to identified priorities. The phasing of development must be carefully coordinated so that Key facilities are complimented by necessary amenities. 4
