WORK PROGRAM <br />An outline work program and schedule is included in this proposal. The <br />work program has been designed to take existing information into account <br />to the maximum possible extent. The work program has also been designed to <br />maximize input and review by City staff, Parks and Recreation Commission, <br />City Council and citizen participation at public hearings. <br />A. Master Plan Development <br />The development of the Master Plan will begin with a thorough review <br />of existing facilities and needs. This review will be used to establish <br />the specific recreation facility needs to by met by the development <br />of Silver View Park. <br />The Silver View Park site will be thoroughly evaluated by landscape <br />architects, planners, and engineers to carefully access the suit- <br />ability of each portion of the site for specific facility needs. The <br />specific needs and specific suitabilities of the site will then be <br />combined through the allocation of space to maximize usability, <br />minimize construction costs, and recognize the desirable linkages <br />between the different facilities within the park. For example, flat <br />spaced need to be allocated for playfields and parking to minimize <br />grading and its associated costs. At the same time, a playground <br />and passive recreation facilities can be located to take advantage <br />of the amenity potential of other portions of the park. <br />The initial needs identification, site analysis, and space allocation <br />will be presented to the staff and Commission for review prior to <br />further development of the Master Plan. Following City approval of <br />the initial planning, the approved concepts will be refined, and <br />cost estimated and phasing schedules will be prepared. During this <br />phase of the work program, specific priority needs will be identified <br />for Phase I construction. <br />Following City review and approval of the Master Plan, detailed con- <br />struction plans, specifications, construction contracts, and bid <br />documents will be completed.
