MEMO TO: Parks and Recreation Commissioners
FROM: Bruce K. Anderson, Director Parks, R!cr,!ation & Forestry
DATE: October 25, 1979
RE: Possible Consultant Questions
i)ririnn the tW ..:x r. + ..,Y., weeks i,ne nark Gomsrission will be hearing a number of
presentations from local planning firms and one of the issues each agency
has raised is an opportunity to respond to the Commissioners concerns and
questions. I am sure each of you have your own specific questions concern-
ing the development of the comprehensive plan and the relationship between
the planning firm and the Commission, and I would strongly encourage you to
ask them following the firm's presentations.
To assist you with this process, I have developed the 'ollowing questions
that may be of interest to the Commission:
1. What do you invision the role of the consultant firm between the:
a. Staff
b. Planning Commission
c. City Council
2. What basic design concepts would your firm employ to keep both main-
tenance and vandalism costs down in the development of the Mounds
View park system?
3. Has your firm had any direct experience in working with park refer-
endums, if yes, what is your success ratio?
4. What new trends or programs do you foresee the Parks and Recreation
profession becoming involved in that we should be planning for now?
S. Both lit athletic complexes and underground irrigation systems have
been under serious scrutiny during the past five years because of the
impending energy crunch. Do you have any thoughts of relationship of
direct benefit to energy consumption regarding lit facilities and
irrigation systems.
Once again, these are merely potential questions and I would encourage you to
raise your concerns first.
