Proposal - Silver View Park <br />OBJECTIVES <br />Silver view Park will be the major community park in the City of <br />Mounds view. The park and surrounding intensive development will <br />become the focal point, or the visual and functional "heart" of the <br />City. The primary objective will be to develop a park that is used <br />and recognized by all the residents of the City of Mounds view as a <br />Community Park. <br />The park must be designed for a wide variety of activities while <br />retaining its natural beauty and protecting the important features <br />of the site. The park must relate to the surrounding area and be <br />an asset for residential and commercial development alike. <br />A high priority will be placed on working closely with city staff, <br />commission members, residents and businessmen to reach a strong <br />consensus on how the park can best meet its objectives. <br />SCOPE OF SERVICES <br />Sanders and Associates, Inc., proposes to provide the following <br />services as requested: <br />A. Design and development of Overall Park Concept Plan for Silver <br />view Park. <br />1. Review City Wide Park System Master Plan to determine <br />recreational needs for Silver View Park as they relate <br />to the City Wide spectrum. <br />2. Review Parks and Open Space survey results and establish <br />determination of needs for Silver View Park. <br />3. Develop an existing site inventory or analysis of Silver <br />View Park to include existing topography, soils, vegetation, <br />slope analysis, hydrology analysis, and visual analysis. <br />4. Develop an initial concept or "blob" analysis plan to be <br />reviewed before staff and the Parks and Recreation Commission <br />at a public meeting. <br />5. Assist staff with the coordination of two public hearings on <br />the initial concept plan. <br />6. Develop_a.fina.l master park plan and make final Presentationto Park Commission and City Council including cost esti180,e4, <br />project feasibility and outline of proposed implementation in <br />_ a three phase process. This will include full color, formal <br />presentation boards, and thirty 811" x 111 reproducible copies. <br />
