5.4 (continued) <br />(b) operating expenses will be subject to an annual <br />review to determine the justification for increases <br />and their adequacy for meeting the objectives of <br />fire service within the contracting City. 10 <br />(c) any proposal Lo hire additional permanent part-time <br />or full -time employees. Pere onnel needs arising <br />during the year may be brought up for discussion <br />with the cities at any time. <br />(d) annual costs (estimated revenues and expenditures) <br />of the special fund of the Spring Lake Park <br />Firemen's P.elief .Association. <br />(e) Contingency Fund - a fund not to exceed $20,000 <br />established in Fiscal Year 1982 through <br />proportionate contri-butions from the contracting <br />cities as provided in Article 4.1(a) of this <br />contract. The purpose of this fund shall be to <br />provide monies for ase by the Fire Department in <br />meeting unexpected expenses resulting from <br />emergencies and Wier unforeseen circumstances <br />causing expenditures in excess of $1,000 and which <br />are not included in the annual oparatinq or capital <br />budgets as provided for in AtLicles 5.4(b) and (a), <br />respectively. Said fund shall be maintained through <br />budget, surpluses, miscellaneous income or, if , <br />necessary, addiLional levies to the contracting <br />cities. The need for additional levies shall be <br />substantiated by providing documentation detailing <br />the expenditures from this Fund and reasons thereof <br />during the past Fiscal Year. The City may if it so <br />chooses withhold it- Zhere of the contribution to <br />the Contingency Fund until the need for the <br />additional monies atises. Upon written notice by <br />the Fire Department of such need the <br />Clerk -Administrator shall disburse to the Fire <br />Department the City's pro rate share of the funds <br />necessary to meet the unexpected expense. <br />5.5) If a joint meeting should be necessary between the <br />City Councils of Blaine, Mounds View and Spring Lake <br />Park and the Fire Department to negotiate one of the <br />items in Article 5.4, a meeting shall be called at a <br />time and place Convenient to all parties. Each city <br />shaL: have one vote on all matters to be decided. <br />The issue shall be decided by a simple majority of <br />of votes and the nuLcome shall be submitted to the 10 <br />individual City Councils for confirmation. <br />- 6 - <br />
