�- MEMO TO: MAYOR AND CITY COUNI, <br />FROM: CLERK-ADMINIS"PRAT <br />DATE.: MAY 1, 1986 <br />SUBJECT: CABLE TV <br />Attached to this memorandum you will find a copy of a <br />memorandum to the City Managers/Administrators in the North <br />Suburban Cable Commission area from Bootsie Anderson, Cable <br />Administrator, requestina response to three questions <br />relating to the future of Cable TV in our area. <br />After discussing these issues with Department Heads and <br />giving my own personal consideration to the implications <br />that the sale of Group W might have on Cable TV in the north <br />suburban areas, I would offer the following thoughts: <br />The consolidation of the management, administration, <br />and maintenance of the five Group W systems in the <br />Metropolitan Area would seem to be reasonable, if <br />for no other reason, than to provide an economy of <br />scale. No other services such as Local Access <br />Studios, Equipment Loaning Library, etc. should be <br />allowed to relocate from the facilities in which <br />they are currently located as these services must be <br />accessible to the general public in order to <br />encourage the use of local access programming. <br />Prior Lo consolidation occurring, the franchisee <br />must be required to show that there will he no <br />noticeable or significant impacts nn the system's <br />subscribers and the specifics of the consolidation <br />proposal must be provided to the effected cable <br />cummissions and cities. Finally, no proceeds or <br />profits should be allowed to be used to supplement <br />the operation of any other system at the expense of <br />the contributing system, assuming we have the <br />ability to prevent such a use of system proceeds. <br />2. Due to the compact geography of our ten city system <br />and the fact that there would appear to be few <br />advantages for use of the I -Net vs. face-to-face <br />communications of the type the City is frequently <br />involved in, there are no plans for present or <br />future use of the I -Net System. <br />
