In order to answer the question, "who would you like <br />to see as system owner?" requires a knowledge of <br />the Cable TV industry far greater than that which we <br />currently possess. We would, however, be able to <br />indicate what type of system manager/owner we would <br />like to see. <br />Any new system manager/owner should have as their <br />preeminent purpose the provision of high quality <br />Cahle TV service to the system's subscribers. This <br />should be done in cooperation with the franchising <br />cities and their appointed commission(s). Every <br />effort should be made to avoid any adversarial <br />relationship as this may bring about short-term <br />gains, but will ultimately result in system <br />degradation. <br />The systems should be managed in such a manner as to <br />recognize the individuality of the five systems and <br />the cities making up those systems. Also, every <br />effort should be put forth through public access to <br />involve the subscribers in an active or passive <br />manner. <br />Bootsie has requested a response to the aforementioned <br />questions which would include the thoughts of the City <br />Council. I would request that you review my comments and <br />provide me with any thoughts you might have with respect to <br />these three questions in order that a formal statement on <br />behalf of the City of Mounds View might be prepared. <br />DFP/m js <br />Attachment: <br />
