MEHO TO: MAYOR AND CITY COUNCIL <br />FROM: CLFRK-ADMINISTRATO <br />DATE: MAY 22, 1986 bw <br />SUBJECT: BALLOT COIIN'I(NC EQUIPMENT <br />As you may recall, the 1986 Budget contains a $9,000 line <br />item for the purchase of High Speed Computerized Ballot <br />Counting Equipment. Due to the fact that the Secretary of <br />State's off ire did not certify the computerized ballot <br />counting equipment that the City of Mounds View was <br />considerioq purchasing from EL Marketing, we have been <br />forced to give consideration to other options for improved <br />ballot counting equipment. <br />As you may recall, the problems the City has been <br />experiencing with our current ballot counting equipment are, <br />(1) the equipment is hand fed which results in a slow-paced <br />ballot counting process, (2) the equipment is being <br />overloaded by the number of ballots cast in the majority of <br />the City's mainr elections which causes frequent equipment <br />hreak-dnwn, and (3) the equipment is not fully computerized <br />which restolts in a minimal print out being provided <br />requiring tran^position of the numbers from the print out rn <br />a summary ch?et prepared by Staff which also adus to the <br />length of the b•,Ilct counting process. <br />In discussing our concerns with Mr. Ed Lellbach of FL <br />Marketing we were advised that a piece of equipment which <br />has been approved by the Secretary of State's Office known <br />as a 'PEPS" system should meet our needs for now and into <br />the foreseeable future. This piece of equipment is <br />fully computerized providing a more detaiied print out of <br />the election results listing the positions, names of <br />candidates, and number of votes cast and a high speed ballot <br />counter can be added to this piece of equipment allowing for <br />the reading of 600 cards per minute. Attached for your <br />information Is a copy of the proposal submitted by Mr. <br />Leiivaci: fut Lnia equipnienL which inciunes the trade-in on <br />our existing ballot counting equipment in the amount of <br />$2,400 for a net cost to the City of $8,270. <br />One item that will be different from our current system will <br />he an annual software support fee of $150 due to the <br />computerization of this equipment. Based on the fact that <br />this is the only approved equipment currently available to <br />the City matching our needs and within the restrictions of <br />the 1996 Budget, Staff would request Council consideration <br />of thi:: proposal. Due to the fact that a ninety day <br />delivery is necessary for this equipment, your earliest <br />consideration would be appreciated in order that the <br />equipment can he madeavailable for the September Primary <br />Election. <br />
