The City of Mounds View has not established an <br />architectural theme, and may not care to do sol we rely on <br />our standards of development to control structures erected in <br />Mounds View. <br />In reviewing the study, it became very evident to the <br />Commission that a philosophy of develpment should be used to <br />establish the final recommendatiors fcr ali planning <br />districts within the City. Goals and policies that are <br />rclear-cut and substantiated by sound planning rationale <br />should dictate appropriate land uses. Avoiding the problem <br />has forced the City to impose the cu-rant building <br />moratorium, but the moratorium has also provided the time <br />necessary for both the Commission and the Council to deal <br />with the issue. The Commission feels that the R.L. Wuornos <br />study further points out our difficulties in dealing with the <br />issues and does not provide any alternative direction for our <br />consideration. Gleaned from the study, however, the following <br />recommendations do have significant wluse 1) Development <br />controls must be reviewed and strengthened to minimize <br />impacts created by more intense land uses adjacent to <br />residential property. 2) Traffic circulation and access to <br />commercial property must be controlled to facilitate safe and <br />
