fact that the Comprehensive Plan was never Implemented in <br />these planning districts, and 4urther, that the reluctance of <br />previous Councils to implement the plan indicates that there <br />are still many unresolved conflicts In opinion and planning <br />philosophy. We believe that the resolution of these <br />conflicts will resolve the inconsistencies between the <br />Comprehensive Plan and the zoning map, because we will have <br />arrived at a compromise plan that will be implemented. <br />The recommendations of the study are based on several <br />premisesu 1) Property along a highway corridor is suitable <br />for only commercial uses. 2) Frontage roads will serve the <br />commercial properties. 3) The city will be ahle to use the <br />planning tool of development districts to provide high <br />quality develoment. 4) The establishment of an architectural <br />review hoard will enable the City to effectively administer <br />the standards of development. The Commission finds that <br />these premises do not necessarily reflect the reality of the <br />community's desires for development or ability to control <br />development by the tools listed) 1) Property along Highway <br />10 appears to be suitable for residential uses as well as <br />commercial uses. The "surprise" house built at 2923 Highway <br />10 is a very recent lesson that people will build their homes <br />in areas they choose, not necessarily where we expect them to <br />build. 2) The residents of this community have expressed <br />that they do not want to develop frontage rososf c„e <br />frontage roads along Central and Jnlversity Avenues are <br />frequently held up as examples of undesirable development. <br />3) The City lies not been succeseful to its attempt to <br />
