II. BACKGROUND <br />Branch #5 of Judicial Ditch is approximately 3,300 feet <br />long (Attachment #1). The ditch flows from the storm sewer <br />outlet at 7807 Bona Road, Mounds View to Judicial Ditch #1 at <br />the intersection of Sherwood Road and Jackson Drive, Mounds <br />View. The ditch was constructed in 1964. The ditch was <br />constructed with a three (3) foot wide bottcm and side slopes <br />of two (2) foot horizontal to one (1) foot vertical. The ditch <br />depth varies from 3' to 5'. <br />5 <br />Storm. water ircm the 9i1_view drainage basin. Flow through <br />this ditch. The tributary area is approximately 230 acres <br />and is 908 developed. The property in the drainage area is <br />zoned single family residential. <br />III. PROBLEM STATEMENT <br />In the 22 years since the ditch was constructed, some <br />small portions of the ditch have filled in completely with <br />sediment. In other words, in some areas, the ditch can not <br />be located. <br />Road culverts must be cleaned (by the City) every year so <br />the culverts do not plug. The cleaning is needed because the <br />bottom of the ditch on either side of the culverts has filled <br />in to an elavat•ion above the culvert. <br />The ditch is a safety hazard which could result in damages <br />to property or injuries to people.
