The agreement is to <br />be inserted into the development agreement upon comple- <br />tion of the discussion. <br />5 ayes 0 nays <br />Planning Commission Chairman Mountin asked whether the <br />site plan had the 5' easements shown on all side. <br />Mayor Linke replied that it did. <br />September 8, 1986 <br />Page Five <br />----------------- <br />Mayor Linke opened the discussion with the Planning 13. <br />Commission on the Wuornos report by explaining to the <br />audience that the report was a planning study dealing <br />mainly with the highway frontage along Highway 10, and <br />he briefly reviewed the findings of the report and <br />the recommendations given, <br />Chairman Mountin stated the Planning Commission felt <br />B3 might be too intense a use for that area, and they <br />would have to downzone to 82, which is not workable. <br />She stated they would like to discuss with the Council <br />just how much commercial area the City is going to <br />live with, and discuss the criteria for it. <br />Councilmember Hankner stated it was her understanding <br />that -the Council was going to be getting a presentation <br />from the Planning Commission on their findings and <br />their reactions to it. <br />Chairman Mountin stated the Wuornos study was prepared <br />at the request of the Council. The Planning Commission <br />received it, studied it, wrote their findings and <br />forwarded it to the Council in June, and Staff has <br />critiqued the Planning Commission's recommendations. <br />She stated they discussed the goals and plans for the <br />City, and the philosophy of planning for the City, <br />and the Council must now make a determination of what <br />they want done. She added it would require a 4/5 vote <br />on the Council's part to make any changes, and the <br />Planning Commission would then act, based on direction <br />from the Council. She added the Planning Commission <br />does not feel they have the background and expertise <br />to go after large development. <br />Councilmember Hankner stated the residents of the City <br />need to know how the Planning Commission feels, and <br />how they addressed the study, and she asked if they <br />had informed the public as they were working on the <br />tudy. <br />Motion Carried <br />Discussion of <br />Wuornos Repor <br />Planning Comm <br />Review and <br />Staff Report <br />
