III. POLICE DEPARTMENT MANAGEMENT CONTROL <br />1. The City agrees that the destruction of <br />automated records is limited to terminals and <br />terminal users specifically designated by the <br />Chief. It is understood that designated termi- <br />nals will be under the direct control of the <br />Chief. <br />2. The City agrees to undertake, subject to <br />approval of the Chief, procedures to ensure that <br />CHRI is stored by the computer in such a manner <br />that it cannot be modified, destroyed, accessed, <br />changed, purged, or overlayed in any fashion by <br />non -criminal justice terminals. <br />3. The City agrees that the Cbief may develop or <br />that the Cicy will develop, subject to approval <br />by the Chief, programs that: <br />a. Prohibit inquiry, record updates, or <br />destruction of records from any terminal <br />other than criminal justice terminals which <br />are so designated. <br />b. Detect and store records of all unauthorized <br />attempts to penetrate any CHRI System, <br />program, or file. <br />4. The City agrees that although various <br />programmers may contribute to the programs <br />described in Section 3, only employees approved <br />by the Chief and those City personnel <br />approved by the Chief shall know the programs <br />In their entirety. <br />.-4- <br />
