R. Relocation <br />No persons are anticipated to bo displaced as a result of the development. <br />However, In the event of any relocation of Individuals or businesses, the <br />FIN <br />City accepts Its binding obligations under provisions of federal and state <br />law, Minnesota Statutes, Section 117.50 through 117.56 for relocation and <br />will administer payment benefits to individuals and businesses to be <br />displaced by public action. <br />Development Program <br />Municipal Development District No. 2 is being created for the purpose of <br />assisting present and futur± developers with the public improvements <br />associated with commercial/industrial development in the district. The City <br />of Mounds View is authorized to use eminent domain, Issue bonds and to <br />acquire, construct, reconstruct, improve, alter, extend, operate, maintain <br />and promote development programs In each municipal development district <br />created. <br />Tex Increments will be utilized to assist in the financing of street upgrcding, <br />water, sewer and other public Improvement costs associated with providing <br />a suitable site for current new construction of commercial/Industrial <br />buildings and other future development. <br />Statement of Objectives <br />The City Council of the City of Mounds View, Minnesota, determines <br />that it is necessary, desirable and in the public interest to establish, <br />designate, develop, and administer Development District No. 2 In the <br />City of Mounds View pursuant to the provisions of Minnesota <br />Statutes, Chapter 472A. The City of Mounds View determines that <br />the funding of the necessary activities and Improvements in <br />Development District No. 2 shall be accomplished through tax <br />Increment financing In accordance with Minnesota Statutes, Seetions <br />270.71-79. The City cf Mounds View and the Mounds View City <br />Council seek to achieve the following objectives through this <br />development plan: <br />a. Acquire land or spree which is vacant, unused; underused, or <br />lnapproprintely used. <br />b. Eliminate or correct physical deterrents to the development of <br />land. <br />c. Acquire property containing structurally substandard buildings <br />and remove structurally substandard buildings for which <br />rehabilitation is not feasible. <br />d. Eliminate blighting Influences which impede potential <br />development. <br />e. Provide adequate streets, sidewalks, and other public <br />Improvements to enhance the area for new development. <br />
