I feel that the appointment of election judges <br />has beer. both rair and in strict conformance with State Law <br />and that the conduct of our judges at the polling places has <br />been above reproach. <br />Rather than taking the risk that election judge, might take <br />umbrage with the requ!rement that they sign a public <br />document of the type proposed, I would suggest that the City <br />place the burden on the political parties within the City to <br />provide its with lists of qualified electors to serve as <br />election judges as provided for by Section 204B.21, <br />Subdivisions 1 and 2, copy attached. In the past the City <br />has been unsuccessful in receiving lists containing more <br />t'nan one or two names, even after making numerous telephone - <br />contacts. Also, more often than net the individuals named on <br />the lists provided by the parties nave indicated that they <br />would be unavailable to serve as election judges for <br />personal or employment reasons. Therefore, Staff has been <br />forced to resort to lists of individuals used as election <br />judges in previous elections and we have been successful in <br />maintaining a balance of judges between the two political <br />parties on a City-wide basis or precinct basis depending <br />upon whether or not we are using an odd number of election <br />judges in each of the precincts. <br />Should the Council have any specific questions with respect <br />to this matter, I would be more than happy to answer them, <br />however, as I have stated previously I would recommend that <br />the City Council not.requfre judges sign statements but <br />request the parties to fulfill the obligations placed upon <br />them by State Law. <br />DFP/mjs <br />Attachments: <br />
