in control and transfer of the stock, the Commission has <br />made inquiry into the legal, technical, and financial quali- <br />fications of North Central, as well as other appropriate <br />factors. <br />In analyzing the transaction, the Commission must con- <br />sider whether North Central meet's all of the criteria orig- <br />inally considered in initially granting the franchise to <br />Group W. Note, however, that this analysis is not a <br />comparison between Group W and North Central to determine <br />which is more qualified. Rather, the analysis is an appli- <br />cation of factors to determine whether North Central satis- <br />fies the standards to the reasonable satisfaction of the <br />City. <br />The Commission should consider the following factors in <br />determining whether to recommend approval or denial of the <br />transfer to North Central: <br />1) Legal and character qualifications of North <br />Central; <br />2) Technical ability of North Central; <br />3) Financial stability of North Central; and <br />4) Other appropriate factors. <br />IV. ANALYSIS <br />The sources of information used in examining the legal, <br />technical, and financial abilities of North Central include <br />the Municipal Request For Information and other supplemental <br />information provided by Group W, Continental, and North Cen- <br />tral.
