Moreover/ North Central will abide by <br />all existing franchise requirements relating to staff posi- <br />tions and managers, to the extent these issues are subject <br />to the Commission's control. <br />North Central has agreed to execute the existing fran- <br />chise between Group W and the franchising authority, and to <br />' <br />comply 1Y <br />with all terms <br />and conditions of the fran <br />chise. <br />Additionally, North Central proposes that it will guarantee <br />the performance of the franchise. North Central states that <br />it is fully capitalized and has substantial assets, which <br />includes the other five neighboring Group W systems. In <br />addition., North Central states that it has arranged for the <br />existing performance bonds and letters of credit previously <br />established by Group W Cable, Inc. to remain in place and be <br />guaranteed by Continental Cablevision, Inc. and Hauser <br />Communications, Inc. North Central has taken the position <br />that neither Hauser Communications, Inc. nor Continental <br />Cablevision, Inc. are required to guarantee the performance <br />of the existing franchises. <br />The franchise provides that if the grantee is a sub- <br />sidiary or wholly -owned corporate entity of a parent corpo- <br />14 - <br />
