North Central has stated that its personnel will <br />assist current users of the institutional network. <br />Moreover, North Central has agreed to assume all obli- <br />gations regarding the resolution of customer complaints. We <br />can take notice of the fact that HC, as current manager of <br />the system has already implemented improvements to the cus- <br />tomer service obligations by extending office hours. North <br />Central does not propose any addition or deletion of any <br />programming services. <br />In the ar-a of local programming and public access, <br />�'. North Central will agree to assume 11 existing franchise <br />commitments, including equipment, facilities, staff, and <br />funding. North Central will not agree to forego modifica- <br />tions of the local programming/public access commitments in <br />the future. North Central does not propose any additions to <br />the access commitments. <br />With respect to proposed rates, North Central is not <br />proposing any changes in the applicable franchise require- <br />ments and will operate consistent with federal law in set- <br />ting rates.
