He explained <br />it was determined by Tom Peterson, of the Ramsey Soil <br />and Water Conservation District, and himself, that this <br />area of the City's wetland map was larger than the actual <br />wetland area. <br />Mr. Forsberg stated he is planning to develop the area <br />in the future, which is why he has asked for the <br />redelineation. <br />Mayor Linke closed the public hearing and reopened the <br />regular meeting at 7:10 PM. <br />Mayor Linke closed the regular meeting and opened the <br />next public hearing at 7:10 PM. <br />Clerk/Administrator Pauley stated the Council had been <br />presented with the final draft of the Development <br />District 12 Plan and Tax Increment Financing Plan. He <br />explained JLN Development plans on putting in commercial <br />_office and industrial warehouse development in that <br />6 <br />41r. Hartman, of Holmes and Graven, the city's bonding <br />agent, reviewed how tax increment financing would be <br />used forithe proposed JLN development in Mounds View. <br />Councilmember fiaake stated she understood the develop- <br />ment district includes the Herbst property, and asked <br />if the Herbst's have any objections to tax increment <br />financing. <br />Mr. Hartman reviewed the process that is followed, and <br />what the developers options are under this plan. He <br />stated the guidelines are quite stringent and he did <br />not feel this would be detrimental to the Herbsts. <br />Clerk/Administrator Pauley stated he can see no <br />negative impact on the Herbst property, and that tax <br />increment financing is positive for the Herbst property, <br />and a definite benefit to them when they choose to <br />proceed with development. <br />Mayor Linke closed the public hearing and reopened <br />the regular meeting at 7:20 PM. <br />J <br />7.
