Call to <br />The Mounds View City Council was called to order Order <br />by Mayor Linke at 7:03 PM on Monday, October <br />27, 1986. <br />2. Pledge of <br />The Pledge of Allegiance was said. Allegiance <br />MEMBERS PRESENT: Councilmembers Blanchard, Quick, <br />HaR;;r, Haake and Mayor Linke. <br />ALSO PRESENT: City Attorney Meyers, C1erY./Admini- <br />strator Pauley and Public Works/Community Development <br />Director Thatcher. <br />Motion/Second: Haake/Blanchard to approve the <br />October 986 minutes as corrected. <br />5 ayes 0 nays <br />Motion/Second: Quick/Hankner to approve the October <br />2J, 1986 minutes as presented. <br />5 ayes 0 nays <br />Mayor Linke closed the regular meeting and opened <br />the first public hearing at 7:05 PM. <br />Phil Carlson, representing JLN Development, stated <br />they have assisted Staff in preparing the EAW Scoping <br />document, and he reviewed what the EAW is, and the <br />necessity for it, and the procedure that was followed. <br />He stated is is addressing four major issues, storm <br />water run-off, erosion, air and noise pollution, and <br />traffic. <br />3.
