DRAFT <br />RESOLUTION NO. 2126 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF ;MINNESOTA <br />RESOLUTION REGARDING SCOPE OF ENVIRONMENTAL <br />IMPACT STATEMENT FOR JLN DEVELOPMENT <br />WHEREAS, an Environmental Impact Statement (EIS) is <br />required by Minnesota Environmental Quality Board (EQB), Rule <br />6MCAR 3 for this development; and <br />WHEREAS, a public hearing was held on the Environmental <br />Assessment Worksheet (EAW) scoping document on October 27, 1986; <br />and <br />WHEREAS, the scoping period ended November 6, 1986; and <br />WHEREAS, per EQB Rule 6MCAR 3.030 C.l.c., the City of <br />Mounds View shall make a final scoping decision by November 26, <br />1986; and <br />WHEREAS, the City has received letters on the EAW from the <br />following: <br />(1) Department of. Army dated October 3, 1986 <br />(2) ;Metro Waste Control Commission dated October 16, 1986 <br />(3) Minnesota Pollution Control Agency dated October 20, <br />1986 <br />(4) Metropolitan Council dated October 24, 1986 <br />(5) Minnesota Historical Society dated October 24, 1986 <br />(6) Rice Creek Watershed District dated October 28, 1986 <br />(7) Minnesota Department of Transportation dated November <br />3, 1986 <br />(8) Walfr.id A. Johnson dated November 3, 1986 <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City <br />Council shall require that the EIS address the following issues: <br />(1) Item Nos. 12, 21, 22, 23 and 28 of the EAW <br />(2) All issues presented in MnDOT's letter dated November <br />3, 1986 <br />(3) Study existing noise along Quincy Street and County <br />Road II-2, and compare existing noise with projected <br />noise <br />(4) Study the after construction levels of air pollution, <br />dust, noise and odors on the residential area <br />immediately to the north of the development <br />(5) Consistency of the proposed project with the local <br />adopted Comprehensive Land Use Plan <br />
