-a - New ideas and new fads will be born, and of course the recreational activities will have to reflect the trends of the times. Likewise, recreational activities will have to adapt to the population changes, needs and interests of the community as they develop. This is an ongoing task. There are many established programs in the City such as adult athletics, exercise, and youth programs. These programs require maintenance, and management to equal about 30 percent of the programming time. Sharie Linke, the current secretary, can easily provide the necessary programming duties to cover many of the classes, programs, and activities that are already established, nuch as gymnastics, tumbling, bridge, exercise classes, dance, tennis, golf, etc. These classes require about 3U percent of programming time also. The duties of the secretary often are inter -related to the programmer duties as far as development cf evaluations, flyers, brochures, publicity, time sheets, job descriptions, contracts for instructors and a number of other tasks that the secretary already provides. For, this reason, the Programmer/Secretary position is a natural position to be combined. New programs require additional considerations such as needs and interest, evaluations, philosophical implications, new curriculum, staff training and tighter supervision. New programs constitute about 30 percent of programming time. This element of programming would be under the Director's realm of duties. The City Forester and Aquatics Supervisor position is functioning well and should remain the same. The new additional 1/3 time employee position which is the Senior Citizen/Trips Coordinator is a necessary position because of the growing Senior Citizen population and their receptiveness to recreational activities and eagerness to participate in programs. This position can provide a great service to the City by providing our Senior Citizens the programs that they yearn for. This is the "meat" of the program that I submit to you. I would like to have the opportunity to discuss this proposal because I feel that this reorganization of the department is the best way for this department to provide the City with an excellent Parksr Recreation and Forestry program. I.have been employed by the City of Mounds View in this department for 10 years and I believe that I am aware of the needs and wants of the community. I also feel that I have insight as to how this department can work as effectively and efficiently as possible to provide qutstanding services.
