-a - <br />New ideas and new fads will be born, and of course the <br />recreational activities will have to reflect the trends of the <br />times. Likewise, recreational activities will have to adapt to <br />the population changes, needs and interests of the community as <br />they develop. This is an ongoing task. <br />There are many established programs in the City such as adult <br />athletics, exercise, and youth programs. These programs require <br />maintenance, and management to equal about 30 percent of the <br />programming time. Sharie Linke, the current secretary, can <br />easily provide the necessary programming duties to cover many of <br />the classes, programs, and activities that are already <br />established, nuch as gymnastics, tumbling, bridge, exercise <br />classes, dance, tennis, golf, etc. These classes require about <br />3U percent of programming time also. The duties of the secretary <br />often are inter -related to the programmer duties as far as <br />development cf evaluations, flyers, brochures, publicity, time <br />sheets, job descriptions, contracts for instructors and a number <br />of other tasks that the secretary already provides. For, this <br />reason, the Programmer/Secretary position is a natural position <br />to be combined. <br />New programs require additional considerations such as needs and <br />interest, evaluations, philosophical implications, new curriculum, <br />staff training and tighter supervision. New programs constitute <br />about 30 percent of programming time. This element of <br />programming would be under the Director's realm of duties. <br />The City Forester and Aquatics Supervisor position is functioning <br />well and should remain the same. The new additional 1/3 time <br />employee position which is the Senior Citizen/Trips Coordinator <br />is a necessary position because of the growing Senior Citizen <br />population and their receptiveness to recreational activities and <br />eagerness to participate in programs. This position can provide <br />a great service to the City by providing our Senior Citizens the <br />programs that they yearn for. <br />This is the "meat" of the program that I submit to you. I would <br />like to have the opportunity to discuss this proposal because I <br />feel that this reorganization of the department is the best way <br />for this department to provide the City with an excellent Parksr <br />Recreation and Forestry program. I.have been employed by the <br />City of Mounds View in this department for 10 years and I believe <br />that I am aware of the needs and wants of the community. I also <br />feel that I have insight as to how this department can work as <br />effectively and efficiently as possible to provide qutstanding <br />services. <br />Please consider this proposal and do not hesitate to call me at <br />home or the office for further explanation.
