ML•'Mo 'ro: Park and Recreation Department Evaluation Committee <br />FROMI Mary Saarion, Recreation/AthieLic Supervisor <br />DATE: October 7, 1996 <br />RE: Re -organization Proposal <br />This proposal is submitted to the Evaluation Committee to review <br />for the re -organization of the Mounds View Parks, Recreation and <br />Forestry Department. <br />I propnse that the City of Mounds View continue with the Depart- <br />ment of Parks, Recreation and Forestry with the following person- <br />nel. <br />Director of Parka, Recreation and Forestry - Full time <br />Programmer/Secretary - Full time <br />City Forester - 2/5 time, joint powers position <br />Aquatics Supervisor - 1/2 time, joint powers position <br />Senior Citizen/Trips Coordinator, 1/3 time position <br />As you can see in the attached job descriptions, I have combined <br />the duties of the Parks, Recreation and Forestry Director and <br />Program Supervisor and the Secretary and Program Supervisor <br />duties. The City Forester and Aquatics Supervisor job descrip- <br />tions would remain as written. A new position would be the <br />Senior Citizen/Trips Coordinator and that job description is <br />attached. <br />There are several reasons for combining job duties. It is my <br />estimation that the City of Mounds View is 85 percent completed <br />with its park development. Completion of yearly projects as per <br />the capital improvement plans will provide for safe, developed <br />and maintained parks. Most of these are single tasks and would <br />not require an exorbinate amount of planning. I foresee that the <br />Director of Parks would be mainly responsible for park mainten- <br />ance issues including tl:e replacement of equipment, upkeep of <br />facilities, additions of new equipment and the addition of any <br />facilities which would meet with the trends of the times. There <br />will also be 3 need for grantsmanship. This can be fulfilled <br />efficiently because of the previous work that has been submitted. <br />Most of the time will be spent on writing specifications, bidding <br />contractors and overseeing the jobs. For this reason, I feel <br />that 30 percent of the Director's position will be spent for park <br />development in the City of Mounds View. <br />In relation to the recreational activities, I feel that the pro- <br />gramming of activities in the City has probably hit a saturation <br />point. Currently there is excellent participation in the pro- <br />grams that are offered, and additional numbers of programs are <br />not needed in the City at this time. I think that the change of <br />activities will always be necessary, and therefore, programming <br />will always be an essential element. <br />
