�;a� ;Z' <br />C <br />co <br />MEMO TO: IAYOR AND CITY COUN i <br />FROM: CLERK-ADMINISTRATO <br />DATE: NOVEMBER 19, 1986 <br />SUBJECT: EAST METRO ECONOMIC DEVELOPMENT COUNCIL <br />As you may recall, Mr. Ken Kixmoeller, Economic Development <br />Manager of the St. Paul Area Chamber of Commerce recently <br />appeared before the Mounds View City Council regarding our <br />possible membership in the East Metro Economic Development <br />Council. <br />Attached is a copy of a letter from Mr. James A. Stolpestad, <br />Vice Chairman of the East Metro Economic Development Council <br />to Mayor Lir.ke regarding our possible membership in this <br />organization and a Joint Venture Proposal outlining the <br />details of this organization. <br />Essentially, my discussions with Mr. Kixmoeller revealed <br />that the primary purpose, at this time, for the existence of <br />the East Metro Economi^ Development Council is to provide a <br />marketing effort for those cities participating in this <br />Council on the East Side of the Metropolitan Area to bring <br />attention to the benefits of development in this area of the <br />Twin Cities and to attempt to counter -balance the signifi- <br />cant amount of development occurring in the western portions <br />of the Metropolitan Area. To accomplish this purpose, they <br />intend to print brochures to advertise this area of the Twin <br />Cities, provide tours for real estate developers and <br />brokers, and target market this area to developers who have <br />voiced an interest in developing in this portion of the Twin <br />Cities. - <br />The cost for participating in this organization can range <br />from $2,500 to $5,000 per year per community with the level <br />of contribution established by the individual community <br />based upon their own estimate of the value that this <br />organization would be to them. <br />Staff has given significant consideration to the benefits <br />vs. disbenefits of belonging to this organization and has <br />been unable to identify any clear reasons why membership <br />should not be entered into except for the fact that money is <br />currently not budgeted for this purpose in the 1987 fiscal <br />year. Benefits that would be derived from membership in <br />this organization would include a higher level of visibility <br />among those decision -makers in the areas of economic <br />development as well as participation in an intensified <br />marketing program that would create a greater visibility for <br />the community.
