MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: NOVEMBER 24, 1986 <br />SUBJECT: PARKS, RECREATION AND FORESTRY DIRECTOR <br />POSITION AND DEPARTMENTAL REORGANIZATION <br />As you know, shortly after the announcement of Bruce Anderson's <br />resignation, you appointed a committee made up of Councilmember <br />Quick, Parks and Recreation Commissioner/Councilmember Elect <br />Wuori and myself to investigate and evaluate the various options <br />available to the City for the leadership and/or reorganization of <br />the Parks, Recreation and Forestry Department. <br />During the past three months, the Committee has met with Bruce <br />Anderson and Nick Temali, Cirector of the F.dgewood Community <br />Center, and discussed proposals from Mary Saarion and Maurie <br />Anderson, New Brighton Parks and Recreation Director, copies <br />attached. It became clear with little discussion on the part of <br />the members of the Committee, particularly after receiving Mary <br />Saarion's memo dated November S, 1986, copy attached, that the <br />best proposal for the Committee was that of Mary Saarion's. <br />Mary has proved to be very capable of handling the Department <br />Director's job; Sharie has handled many of the duties she would <br />receive as a permanent assignment under Mary's proposal; and the <br />promotion of experienced and dedicated employees is sure to be a <br />boost to employee morale and motivation. <br />The Committee unanimously recommends that the following actions <br />_ be taken by the City Council to implement the appointment of a <br />Parks, Recreation and Forestry Director and reorganize the <br />Department. <br />1. Appoint Mary Saarion Parks, Recreation and Forestry Director <br />retroactive to December 1, 1986 at an annual salary of <br />$32,000. Pursuant to City Code, a sir, month probationary <br />period will occur with this promotion. <br />2. Appoint Sharon Links Administrative Assistant for the Parks, <br />Recreation and Forestry Department retroactive to December 1, <br />1986 at an annual salary of $20,000. Pursuant to City Code, <br />a six month probationary period will occur with this <br />promotion. <br />3. Eliminate the positions of Recreation Supervisor and Parks, <br />Recreation and Forestry Secretary. <br />4. Create the part-time position of Senior Citizen/Trips <br />Cuurdinator at an annual salary of $6,000 and authorize Mary <br />Saarion to interview and recommend to the Council an <br />individual to fill the position. <br />The Committee is confident that Council approval of these <br />recommendations will provide for the continuation of an excellent <br />Parks, Recreation and Forestry Department in the City of Mounds <br />View. <br />DFP/sll <br />cc: :ark and Recreation Commission <br />Mary Saarion <br />
