MEMO TO: MAYOR AND CITY COUNCIL FROM: CLERK -ADMINISTRATOR DATE: NOVEMBER 24, 1986 SUBJECT: PARKS, RECREATION AND FORESTRY DIRECTOR POSITION AND DEPARTMENTAL REORGANIZATION As you know, shortly after the announcement of Bruce Anderson's resignation, you appointed a committee made up of Councilmember Quick, Parks and Recreation Commissioner/Councilmember Elect Wuori and myself to investigate and evaluate the various options available to the City for the leadership and/or reorganization of the Parks, Recreation and Forestry Department. During the past three months, the Committee has met with Bruce Anderson and Nick Temali, Cirector of the F.dgewood Community Center, and discussed proposals from Mary Saarion and Maurie Anderson, New Brighton Parks and Recreation Director, copies attached. It became clear with little discussion on the part of the members of the Committee, particularly after receiving Mary Saarion's memo dated November S, 1986, copy attached, that the best proposal for the Committee was that of Mary Saarion's. Mary has proved to be very capable of handling the Department Director's job; Sharie has handled many of the duties she would receive as a permanent assignment under Mary's proposal; and the promotion of experienced and dedicated employees is sure to be a boost to employee morale and motivation. The Committee unanimously recommends that the following actions _ be taken by the City Council to implement the appointment of a Parks, Recreation and Forestry Director and reorganize the Department. 1. Appoint Mary Saarion Parks, Recreation and Forestry Director retroactive to December 1, 1986 at an annual salary of $32,000. Pursuant to City Code, a sir, month probationary period will occur with this promotion. 2. Appoint Sharon Links Administrative Assistant for the Parks, Recreation and Forestry Department retroactive to December 1, 1986 at an annual salary of $20,000. Pursuant to City Code, a six month probationary period will occur with this promotion. 3. Eliminate the positions of Recreation Supervisor and Parks, Recreation and Forestry Secretary. 4. Create the part-time position of Senior Citizen/Trips Cuurdinator at an annual salary of $6,000 and authorize Mary Saarion to interview and recommend to the Council an individual to fill the position. The Committee is confident that Council approval of these recommendations will provide for the continuation of an excellent Parks, Recreation and Forestry Department in the City of Mounds View.
