Since park maintenance has always been a challenge <br />in the City Of maintenance withothesCityuoflNewnBright Buess rat the ighton attracvproposal for shared park <br />to add to my insmeans <br />ity park maintenance as well as <br />discussissuespertaingto theNeu Brightonproposal. <br />The one element that Mounds Vleu lacks in park maintenan a is a specifically <br />anwo Is <br />apars fremn; one who is ndkoneowhoa <br />has vision forabeautifulpparks. I believe attuned <br />no <br />thatwehavesucheaests <br />person on payroll now. Rick Uriskey, City Forester, is a 2/5 time employee <br />she+ed with the City of Neu Brighton. Mr. Wriskey has excellent qualities <br />for a Park Foreman. A survey was conducted by myself as to the number of <br />surrounding cities that employee persons uhose only duties are forestry. <br />Only two out Of 13 surrounding cities employ such a single duty pc:ttion. <br />All other tree inspectors have other duties such as park maintenance, <br />Superintendent of Public Works, street personnel, Maintenance Director, and <br />other. <br />It is a luxury to have Richard Uriskey as sole forester for our small City. <br />I feel that the City can benefit two -fold by promoting Mr. Uriskey to <br />Parks Foreman to include supervision of Parks maintenance as well as perform <br />tree inspections. With the supervision of parks maintenance, I <br />am Uriskey couldnfident <br />sprovidewill ethenupgrade leadershipnnecessarycfor themjcbnduty. that Rick <br />he <br />iThs slforradditionalldutiescassigned atoiRichard Wriskey, asepromoted T sal <br />ost any to Parks <br />Foreman. <br />This salary information will give you an idea of current compensations: <br />The <br />Forester's <br />icurrent <br />full-tibenefitsme <br />salary <br />Mounds View and Neu Brighton <br />i$ <br />The Forester has been employed for the City of Mounds View on a 2/5 time joint <br />powers agreement for seven (7) years. <br />To keep this information in perspective, let me give you figures on the <br />bProgram enefits ore <br />$13.81/perohour. This temployee has s salary rbeen ywith Is $the 7City for 25.13 cIncluding <br />ten <br />(10) years and is a full-time employee. <br />It is my opinion that additional job duties given to the Forester need not <br />Include a pay raise due to the fact that the wage structure is high in <br />ComparablenWorthtstudies. u(This aexcludes dany dadjustments higher or adetermined qual to anton and <br />to oher Jobshich by the <br />Comparable Work heirarchy). <br />
