GOVERNMENT <br />THE NEED <br />TRAINING SERVICE <br />GOAL SETTING / TEAM BUILDING PROGMN <br />"Some people watch things happen <br />Some people make things happen <br />Some people wonder what happened." <br />More and more local governments are realizing the need to become more <br />PROACTIVE; to create a team of policymakers and staff who are all counitted <br />to the same goals for the organization. This does not easily happen with <br />the constraints of day-to-day activities and deadlines. It requires frank <br />discussion and a commitment to action. <br />A "retreat" workshop can provide the opportunity to step back and gain a <br />an <br />of adtrainedpfacilitator, hcouncil eand/or of estaffnhave ian opportunity9toddoce <br />the following: <br />1. To identify a clear set of goals for the city; <br />2. To prioritize the goals and establish direction for the city; <br />3. To develop support for these goals among staff and council; <br />4. To develop the communication and teamwork among staf. and council <br />required to achieve these goals. <br />THE PROCESS <br />Phase I Needs Assessment <br />The first step of goal setting involves gathering information about the <br />organization. Data that can be useful to the consultant is: <br />1. Background and historical information. <br />2. Current strengths and weaknesses of the organization. <br />3. Current opportunities and threats facing the organization. <br />4. Understanding of team functioning. <br />5. Desired hopes of individuals for the organization. <br />No matter what process is used to gather information, it remains anonymous <br />to assure confidentiality with participants. <br />Suite 202.
